ABOUT THE PROJECT

The All-Russia project "Russia's Golden Treasury of Executives in the XXI Century" is a long-term analytical investigation of the modern structure and professional level of the top executive personnel from all the regions that has emerged after a lapse of almost a decade since the start of market reforms in Russia.

The project was launched in February, 1999 by "the Prime Chase", a private Russian company engaged in the Executive Search Consultancy (the target-oriented search for top executives).
I. PROJECT GOALS

The project "Russia's Golden Treasury of Executives in the XXI Century" (hereinafter referred to as the RGTE) provides for the on-going monitoring of processes of formation of a new professional stratum of executives at the level of an individual enterprise, sector, industry and the country as a whole and also for the assessment of prospects of development of the country's managerial potential in the coming years.

The objective of the project is to create a continuously renewable RGTE Single Data Base, first ever of its kind in Russia, comprising Russia's best top managers from every sector of the national economy.
II. SCOPE OF INVESTIGATION

The Executive Search Consultancy techniques applied in the course of the project, well adjusted to the economic conditions of the Russia's regions make it possible to properly assess a manager of any administrative and economic structure in terms of his or her professional competency and efficiency.

The project focuses on Russia's major firms and holding companies; foreign enterprises and joint ventures in the regions, industrial medium-size companies; major regional private commercial structures, with the following breakdown by sectors:
- Financial companies, viz. banks, stock exchanges, investment and insurance companies, brokerage houses, pension funds and unit investment trusts.
- Industrial enterprises, viz. machine building industry, iron-and-steel industry, non-ferrous industry, oil and gas industry, automotive industry, aircraft industry, pharmaceutics, telecommunications, power and power plant industries, transport, pulp-and-paper industry, food industry, light industry, instrument making, radio and electrical engineering, computer industry and manufacture of medical equipment, textile industry, chemical and petrochemical industry, military and industrial complex
- Provision of services - consultants, auditors, law firms and other service-providing companies
- Factories-Farms - major farmer's and agricultural enterprises
- Trading and Intermediary's companies - export and import associations, wholesale and retail trade enterprises.
The investigation undertaken in the course of the project covers the following job titles, regardless of a person's status (whether owner, co-owner, employed top manager):

- President/Chairman of the Board
- General Director/Executive director
- Deputy General Director according to lines of business
- Financial director/ Chief accountant
- Commercial director
- Sales director
- Marketing director
- Production director
- Procurement/ logistics director
- Other top manager's positions
- Promising middle-level managers
The investigative activity serves to identify most professionally competent and promising executives; to assess their competency, professional and personal maturity, the complexity of tasks tackled by them at the given time and also their potential as a manager; and is finalized with the preparation of an information and analytical report about the state and quality of executives available at the level of a city, region and the country as a whole.

The information, thus obtained, is then put into the RGTE Single Data Base with the breakdown by regions.
III. PRELIMINARY RESULTS AND CONCLUSIONS

1. By the present time, the company has covered with investigations as many as 20 (twenty) regions of Russia where it has identified best top managers and established with them a personal contact, viz. in:

- Krasnoyarskii krai (the Krasnoyarsk area)

- Lipetskaya oblast (the Lipetsk region)
- Moskovskaya oblast (the Moscow region)
- Nizhegorodskaya oblast (the Nizhnii-Novgorod region)
- Novgorodskaya oblast (the Novgorod region)
- Novosibirsakaya oblast (the Novosibirsk region)
- Permskaya oblast (the Perm region)
- Primorskii krai (the Maritime area)
- Respublika Komi (the Republic of Komi)
- Respublika Tatarstan (the Republic of Tatarstan)

2. Preliminary investigations are currently under way in another 12 (twelve) regions of Russia.

3. The company has been the first in Russia to make an extensive and successful use of the Executive Search Consultancy techniques in order to investigate the country's executive potential, primarily, of the economically active groups of the population that have emerged in the process of economic reforms.

4. The available data base of executive personnel represents a country's reserve of executives which may well serve as a basis for a switch-over to totally new professional standards of management in various industries of the country's economy.

5. The investigations undertaken by the company have yielded an unbiassed information about the actual state of economy in the regions and have made it possible to reveal basic trends of their development which are increasingly determined by a new generation of executives.

6. There have been identified factors which tend to affect further development of big and medium-sized business in the regions, including the activity of various industrial, finance and mixed holding companies.

7. The executives identified within the framework of the RGTE project got together to form the Inter-regional Public Organization "The Association of Managers" (in December, 1999). The Association has defined its basic principles of activity as follows:
- professional competence;
- the conducting of business in compliance with the applicable norms of the Russian legislation;
- orientation at the long-term development of the national economy;
- the ability to elaborate and introduce most effective patterns of management of enterprises;
- high social responsibility for the results of professional activity.
